Meet the Board

The St. Martin Foundation is a bridge for individuals on their journey to sustained sobriety. The St. Martin Foundation is fulfilled through the faith, hard work and dedication of participants, the St. Martin program team and community support. The Board and I would like to offer our sincere thanks to the Galt community, family, friends, countless volunteers and most importantly, our residents, who collectively have made the St. Martin Foundation a success.

Mark Jackson

Founder, Chief Executive Officer

Mark is the founder and CEO of the Saint Martin Foundation. Mark grew up in Galt, CA where he attended local schools. After graduating from Galt High in 2002, he enlisted in the United States Navy and served as a Cryptologic Technician. Mark deployed to the Persian Gulf in support of Operation Enduring Freedom. Mark currently owns the Next Generation Barbershop in Galt, CA. Mark serves on the Sacramento County SLE/Recovery Residences Provider Committee and also on the City of Galt Planning Commission.  He is married and has three young children.

Cece Overton

Chief Financial Officer/Program Director

Cece worked for the State of California for 37 years, retiring as the Chief of the Employment Development Department’s Equal Employment Opportunity (EEO) office. Cece oversaw the investigations of discrimination complaints and EEO compliance of One-Stop career centers. She served on the National Association of State Workforce Agencies and developed processes to reduce program processing deficiencies. Cece serves on the Sacramento County SLE/Recovery Residences Provider Committee.  Cece is also the Gabriel Project coordinator, helping pregnant women in need.

Shawn Overton

Facilities and Maintenance Director

Shawn was born in Artois, CA and raised on various Department of Fish and Wildlife Hatcheries throughout California. After graduating from high school in 1982, Shawn did various jobs in the trucking industry, automotive repair, and in construction. In 1994, Shawn began working for the Department of Fish and Wildlife, stationed at wildlife areas throughout California and as a Senior Fish and Wildlife supervisor. His legacy includes participation on the Department’s Resiliency Fuel Reduction Committee to help reduce wildfires on Fish and Wildlife property for approximately 1.1 million acres. Shawn has served as a Saint Martin Foundation board member since June 2022, where he oversees all aspects of maintenance and improvement for the Saint Martin Foundation home.

Sean Hammer

Sean is a Sacramento native with over 30 years of experience in civil service and private healthcare sectors focused on the areas of human resources, contracts, and business services.  She has served in various roles including Training Specialist, Equal Employment Opportunity Officer, Human Resources Chief and Deputy Director.  She has a Master of Arts in Education in Workforce Development Advocacy from California State University, Sacramento. In her leisure time, Sean enjoys spending time with her adult children, grandchild, family and friends, attends her local church and participates in other volunteer opportunities. She has served on the St. Martin Board since 2024.

Juana Avila

Juana Avila

Board Member

Juana has served as a Saint Martin Foundation board member. since June 2022. Juana was born in Aramaturo de la Cal, Michoacan Mexico. Juana moved to Galt, CA in July 2018. She married her husband in 2020, and they are raising a daughter and twin boys. Juana earned her high school equivalency from the State of California in 2021 and is currently pursuing a career in medical assisting and nursing.

David Jackson

Board Member

David has served as a Saint Martin Foundation board member since June 2022. David attended local schools in Galt and graduated from Galt High School in 2003. David works for the State of California’s Franchise Tax Board. He is responsible for reviewing staff work, responding to staff questions, training, and panel member for hiring interviews. David is active in youth sports. He has coached girls’ softball, soccer, and basketball. David also served on the Galt Youth Baseball board as the chief umpire.
